
About Framework Contracts
This is a simple and rapid access system to get world class experts solving clients' problems with minimum contracting bureaucracy. More official information on the EC system
Briefly, an institution agrees a project for the FWC system with the EC Delegation, and Requests for Service are sent to a number of contractors. The Request consists of a Terms of Reference, and a simple form detailing the number of man-days, the category (seniority) of expert and the available budget. Contractors respond within two weeks with CVs, and Financial Proposal and, if required, a brief Methodology.
The HTSPE Frameworks unit is active in four of the EC BENEF Lots:
- Lot 1 Rural Development
- Lot 6 Environment
- Lot 9 Culture, Education, Employment and Social
- Lot 10 Trade, Standards and Private Sector
The EC COM Framework contracts are primarily for the benefit of the Commission as opposed to beneficiary countries:
We lead a strong consortium of European companies, supported by a network of partners in all regions where the EC provides development aid. Our role is to respond to Requests for Service coming from clients.
Within two weeks we will propose a team of world-class experts corresponding to clients' needs, and available to work at the required times.
We manage the inputs (man-days of experts' time, any training events, seminars and workshops etc), we quality-control all deliverables, be it reports or training documentation, and provide all backstopping to ensure first class service delivery.
As contract leader, we are also responsible for all contractual documentation and procedures.
We pride ourselves on our commitment to quality and reliability of service delivery, and so have a detailed quality control process to check our experts' CVs, as well as their output documents. Should despite this process problems still arise, a director of the company will personally intervene to resolve any difficulties. We do not walk away from problems.
