
Lot 1: Studies and Technical Assistance in all Sectors
Project Design, Identification and Formulation, Drafting Terms of Reference. The aim is to assist the EC to identify in which countries and sectors development aid would be most effective and, if required, to design the project in detail. That would require writing a description of the relevant background, preparing detailed Terms of Reference for the main follow-on project and an appropriate budget.
Assessing Calls for Proposals: The aim is to provide the European Commission’s services with support and expertise for the evaluation of Calls for Proposals across a very wide range of activities and sectors. There are several stages to the assessment procedure, each of which may become the subject of an individual contract. NB – experts for this Lot must be experienced assessors of projects submitted for EC support.
Thematic Studies: Covering all sectors which the EC supports with development aid, the overall objective is to improve the design and the impact of European Union development policy and external assistance with a view to contributing to the achievement of the Millennium Development Goals (MDGs) and other international development objectives. It will also endow the Commission with the necessary support in the preparation, definition and monitoring of the co-ordination actions within the EU development policy.
